Agencies, Boards and Commissions in Newfoundland and Labrador are responsible for a broad range of administrative, adjudicative, sector regulation and advisory roles. Agencies, Boards and Commissions include Crown Corporations, Operational Agencies, Regulatory Boards, Adjudicative Bodies, Advisory Boards and other organizations.
Governed by the Independent Appointments Commission Act, assented to May 24, 2016, the Independent Appointments Commission is a five-person, non-partisan commission appointed through a resolution of the House of Assembly. The Independent Appointments Commission applies a merit based process for screening applicants and recommending qualified people for appointments to tier 1 Agencies, Boards and Commissions.

The Public Service Commission is a long established and independent Government entity, legislatively mandated to ensure merit in public sector hiring and promotions.

For the Agencies, Boards and Commissions scheduled under the Independent Appointment Commission Act, the Public Service Commission will serve as a secretariat to the Independent Appointments Commission.
The Public Service Commission will make merit-based recommendations to Ministers for appointments to tier 2 Agencies, Boards and Commissions scheduled under the Public Service Commission Act.

Talented, strong voices from all walks of life will be sought for membership on our Agencies, Boards and Commissions. All interested individuals are encouraged to consider serving on Agencies, Boards and Commissions to which they feel they can make a valuable contribution.
Detailed descriptions of responsibilities, skill requirements, and membership composition, estimated time commitment required of board members, the location of meetings and the remuneration rate (where applicable) are provided in each Agencies, Boards and Commissions profile.
Applications are to be completed online. The application form can be found online here. Please do not submit a separate resume or other supporting material unless asked to do so.
Applicants are encouraged to review the position profiles to determine which Agency, Board and Commission best matches their qualifications, experience and interests. You can submit one application indicating up to 10 ABCs you may be interested in. Be sure to include all relevant information in your application.
Information from applicants will be kept on file for a period of two years, during which time individuals will be considered for opportunities in areas where they have expressed an interest. If applicants would like to be considered for an appointment after this time, a new application may be submitted.

When all steps of the application form have been successfully completed and submitted an acknowledgement will appear on the final screen confirming receipt of application. After you submit, you can download your application for future reference.
The information provided by applicants will be reviewed to generate recommendations for those who best meet the criteria to serve. These individuals will be actively considered by the Independent Appointments Commission or by the Public Service Commission for vacancies for a period of 2 years after an application is submitted.
When a vacancy is ready to be filled, based on the pre-determined criteria included in the board profile, the information provided by applicants will be screened to generate a list of qualified applicants who can be considered further. The selection process may include personal interviews, enhanced reference checks or stakeholder consultations or any other applicable process determined to be relevant.
The Independent Appointments Commission (IAC) will develop recommendations for Tier 1 vacancies while Tier 2 recommendations will be developed by the PSC. Only those individuals shortlisted will be contacted.
Applicants who are deemed qualified after the initial screening stage for an appointment will be contacted to confirm their interest in being considered. Once interest is confirmed, applicants will be required to complete a Conflict of Interest/Personal Disclosure Declaration.
The personal information requested as part of this declaration will be used only by the Public Service Commission/Independent Appointments Commission and the Government department responsible for the Agency, Board or Commission to assess applicant suitability. This information will not be disclosed, except as required for the above-noted purpose.
For some appointments, screening and selection processes may include further discussion to assess suitability. This is at the discretion of the Independent Appointments Commission, the Public Service Commission or responsible Government department.
Current members of Agencies, Boards and Commissions appointed prior to the commencement of the merit based process, will need to re-apply when their current term of appointment expires. However, members appointed through the merit based process can be re-appointed without going through the process again.

The majority of appointments to Agencies, Boards and Commissions are volunteer-based and are therefore unpaid. However, members will be compensated for expenses incurred in the performance of their duties in accordance with Treasury Board Guidelines.
